It helps keep the fuel flow through the FloScan sensor more steady so the turbine gives a more accurate reading.

FloScan explains that the pulsation damper and homogenizer are built the same, the main difference is really their location and purpose:

• Homogenizer: conditions the fuel before it reaches the flow sensor.
